Firm Members Jim Towne, Michael Rhodes-Devey and Susan Bartkowski have played a critical role in the acquisition and reactiviation of New York State's two newest harness tracks, Tioga Downs and Vernon Downs resulting in the addition of hundreds of construction jobs in 2005 and 2006 and over one thousand new jobs of full employment to New Yorkers. The firm's efforts have ranged from working towards succesfully securing the facilities out of Bankruptcy proceedings, to working with various legislative leaders for necessary legislative changes, to succesfully defending against efforts to block the opening of both facilities to obtaining numerous local and state permits and licenses necessary for the facilities to open. The firm proudly remains intimately involved in the day to day legal affairs of both gaming and racing facilities.
Jim is a Charter Member and active Board participant in the Racing and Wagering Law Network of the Government Law Center at Albany Law School, Union University.
Michael Rhodes-Devey has actively represented a New York State Indian Tribal Council, pursuing gaming and other legal affairs of the Tribe.
